The Advocate, ADVERTISEMENT FOR BIDS Sealed bids will be received for the State of Louisiana by the Division of Administration, Office of Facility Planning and Control, Claiborne Office Building, 1201 North Third Street, Conference Room 1-145, Post Office Box 94095, Baton Rouge, Louisiana 70804-9095 until 2:00 P.M., Wednesday, August 26, 2015. ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY FACILITY PLANNING AND CONTROL OF THE TYPE(S) OF ACCOMMODATION REQUIRED NOT LESS THAN SEVEN (7) DAYS BEFORE THE BID OPENING. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project. A MANDATORY PRE-BID CONFERENCE WILL BE HELD at 1:00 PM on Wednesday, August 12, 2015 at Galvez Building, Oliver Pollock Room, 602 North 5th Street, Baton Rouge, LA 70802. BIDS SHALL BE ACCEPTED ONLY FROM CONTRACTORS THAT ATTEND THE ENTIRE PRE-BID CONFERENCE. A JOB SITE VISIT IS RECOMMENDED The job site is located in Terrebonne Parish on Whiskey Island with the Isles Dernieres Reach of the Terrebonne Basin barrier island chain. The job site can be accessed by boat from one of several boat launches in Cocodrie (approximately 18 miles northeast of Whiskey Island). It is the responsibility of all potential bidders to visit the job site to assess the location, logistics, and site conditions prior to bidding. The bidders shall be responsible for providing their own boat and any rental and boat launching fees. The bidders will not have access to the interior marsh where potential damage to existing marsh may occur. The bidders may access Project features where water access is available. A permit from the Louisiana Department of Wildlife and Fisheries (LDWF) must be obtained by the bidders for land access onto the island. To obtain a permit to access Whiskey Island, the bidders shall contact LDWF New Iberia office via email that includes the reason for access, requested dates, and type of vessel to be used. The email request must be sent a minimum of one week in advance of the site visit. The proper contact is Lance Campbell, ljcampbell@wlf.la.gov, 337-373-0032. Airboats, ATVs and UTVs are prohibited. LDWF will issue the bidders a letter permit with a list of conditions that must be adhered to. Contact Travis Byland at 985-449-5073 if directions are needed to the Mandatory Pre-Bid Conference. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Heavy Construction. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity. When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed. Coastal Protection and Restoration Authority is a participant in the Small Entrepreneurship (SE) Program (the Hudson Initiative) and the Veteran-Owned and Service-Connected Disabled Veteran-Owned (LaVet) Small Entrepreneurship Program.
