One United Plaza, Suite 500 4041 Essen Lane Baton Rouge, LA 70809 Telephone: (225) 922-5110 Email: dlg@longlaw.com and jhw@longlaw.com Statement of Action Sought: Requestors, the Associated Branch Pilots for the Port of New Orleans, request that the Louisiana Pilotage Fee Commission take the following actions: (1) Consider and approve as prudent and in the public interest, proposed renovations to the Bar Pilots Southwest Pass Pilot Station to replace aging and poorly performing generators in compliance with applicable EPA regulations and deadlines, replace an aging and poorly performing HVAC system and replace the building envelope, including the roof and siding (the SWP Renovation Project), totaling approximately $8.46 million, subject to quarterly and final reporting on project budget and construction status; (2) Consider and authorize an amendment to the Bar Pilots tariff that provides for implementation of a surcharge for a period of 15 years commencing on or about October 1, 2015 in the amount of approximately $78.50 per vessel per inbound/outbound turn to fund the financing for the SWP Renovation Project, subject to semi-annual true-up evaluations; (3) Consider and authorize any related relief that may be necessary to accomplish the foregoing, including recovery of specific, limited costs through the Bar Pilots existing expense recovery mechanism pursuant to Commission Order No. P06-005(2011); and (4) Issuance of an order that is effective immediately to achieve the best possible financing terms and to meet a compliance deadline of December 31, 2015.
