The Advocate, PUBLIC NOTICE The Town of Grand Isle proposes to construct wet weather management systems such as permeable pavement (parking areas and sidewalks) and bioretention areas to filter and reduce the nonpoint source runoff. The proposed project (Ninety-West Park) location is at the corner of Ludwig and Medical Streets, south of a drainage canal that runs east and west along the northern portion of Grand Isle. The subject project would utilize biofiltration designs to remove solids and contaminants from stormwater runoff that collects in the subject drainage canal. Before the stormwater runoff is pumped into the adjacent saltwater marsh, it will be routed through a vegetated swale and flow through the vegetation and filtration media placed within the swale substrate. The power for the pump system will be drawn from the town grid, but solar arrays will be installed to replace consumed power back to the grid. The proposed project would also include an educational facility with an outdoor classroom, including permeable pavement for parking and walkways. This will serve as an educational opportunity for the public and schools to observe the project operation and learn about the use of Low Impact Designs to naturally filter and cleanse nonpoint source pollution runoff. The reduction of nonpoint source pollution would contribute to the improvement of water quality of area marshes and have a positive impact on subject fishery habitat. All work will be within the existing right-of-way. No new right-of-way or land acquisition will be required for this portion of the project. There are no known environmentally sensitive areas and no Environmental Justice concerns associated with this project. This project will be funded in part through the Clean Water State Revolving Fund (CWSRF) program administered by the Louisiana Department of Environmental Quality (LDEQ). Eligibility of this project has been determined in accordance with the 1987 Amendments to the Clean Water Act and corresponding Federal Regulations. In accordance with LDEQs rules and regulations for the CWSRF program as authorized by Public Law 100-4 and administered according to Act 349 of the 1986 Regular Session of the Louisiana Legislature, LDEQ has determined that there will be no adverse environmental impacts from the proposed action and has issued a Categorical Exclusion. A copy of the Categorical Exclusion may be viewed at Town Hall and may also be accessed on LDEQs Electronic Data Management System (EDMS) at http://www.deq.louisiana.gov/portal/tabid/2604/Default.aspx The Agency Interest (AI) number for this project is 158988.
