The Advocate, NOTICE - - - East Feliciana Parish Police Jury Clinton, LA Regular Meeting July 6, 2015 6:00 P.M. The regular meeting of the East Feliciana Parish Police Jury was called to order on 6 July, 2015, at 6:00 P.M. by Mr. Dennis Aucoin, President. Opening prayer was offered by Mr. Mack Herrod and the Pledge of Allegiance was then led by Mr. Sean Smith. The roll was called by the Parish Manager, Mr. John Rouchon and Mr. Dennis Aucoin, Mr. Sean Smith, Mr. Larry Beauchamp, Mr. Louis Kent, Mr. Chris Hall, Mr. Dwight Hill, Mr. Keith Mills and Mr. Ed Brooks were present. Absent: Mr. Jason McCray A motion was made by Mr. Louis Kent, seconded by Mr. Keith Mills to approve the agenda and move the visitors up. This motion passed unanimously without comment. A motion was made by Mr. Dwight Hill, seconded by Mr. Larry Beauchamp to release the movie production bond. Mr. Jimmie Bullis stated that it has been a pleasure working in East Feliciana Parish and he has become very fond of it. Mr. Dwight Hill thanked Ms. Ann Jones and Mr. Leslie Ligon for their time spent working with the committee and movie production. President Aucoin thanked the Committee on a job well done with the production crew. Administrative comments: The Chamber of Commerce meeting will be held later this week. Mr. John Kennedy and Mr. Dennis Aucoin will be speaking at this meeting. Road Overlay contract will begin 14 July 2015. The contractor has been given the notice to proceed and is working on his order of progression. Forte & Tablada and F.G. Sullivan are still trying to coordinate a meeting due to vacationing employees. A motion was made by Mr. Larry Beauchamp, seconded by Mr. Keith Mills to approve the minutes of the June 16, 2015 meeting. This motion passed unanimously without comment. After holding a Public Hearing at 5:45 on July 6, 2015 and receiving no negative feedback; a motion was made by Mr. Louis Kent, seconded by Mr. Dwight Hill to adopt the following revised Justice of Peace Ordinance: Chapter 5 COURTS Sec. 5.1. Justice of the peace districts. Pursuant to the authority of Article 7, Section 46, Constitution of the State of Louisiana, and Revised Statute 33:2613, the Parish of East Feliciana is hereby divided into four (4) justice of the peace districts, from each of which there shall be elected one (1) justice of the peace; said justice of the peace districts being designated as Justice of the Peace Districts 1, 2, 3, and 4 and being comprised of the following: Justice of the peace, District 1: Composed of voting precincts 1, 2, 4, 5, 6, 7B, 7C, and 7D. Justice of the peace, District 2: Composed of voting precincts 8, 9A, 9B, 10, llA, 12A, 12B, 13, 14, and 15. Justice of the peace, District 3: Composed of voting precincts 16, 17A, 17B, 18, 19A, and 19B. Justice of the peace, District 4: Composed of voting precincts 20 and 21. Cross reference-For description of voting precincts, see Ch. 17. Sec. 5-2. Salary of justices of the peace. Justices of the peace shall receive a salary of two hundred dollars ($200.00) per month, provided they meet the minimum training standards set by the State. This motion passed unanimously after a brief explanation. A motion was made by Mr. Louis Kent, seconded by Mr. Larry Beauchamp to levy the 3 mil renewal for the Health Unit approved by the voters on the 6 December 2014 ballot. The motion passed unanimously without comment. A motion was made by Mr. Louis Kent, seconded by Mr. Larry Beauchamp to adopt the following Special Election Resolution for Levy of Special Tax Renewal on October 24, 2015: Resolution A resolution approving the holding of an election in the East Feliciana Parish Communications District #1, on Saturday, October 24,2015, to authorize the levy of a special tax therein. WHEREAS, the Board of Commissioners of the East Feliciana Parish Communications District # 1 (the "Governing Authority"), acting as the governing authority of the East Feliciana Parish Communications District #1 (the "District"), adopted a resolution on June 26, 2015, calling a special election in the District on Saturday, October 24, 2015, to authorize the levy of a special tax therein; and WHEREAS, the governing authority of the District has requested that this Police Jury, acting as the governing authority of the Parish of East Feliciana, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to levy and collect the special tax provided for therein; and WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the holding of said election and in the event that the election carries, to levy and collect the special tax provided for therein; NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of East Feliciana, State of Louisiana, acting as the governing authority of said Parish, that: SECTION 1. In compliance with the provisions of Article VI, Section 15 of the constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of the East Feliciana Parish Communications District #1, this Police Jury hereby approves the holding of an election in the District, on Saturday, October 24, 2015, at which election there will be submitted the following proposition, to-wit: PROPOSITION (TAX RENEWAL) Shall the East Feliciana Parish Communications District (the "District"), levy a one (1) mill tax on all the property subject to taxation in the District (an estimated $136,200 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period often (10) years, beginning with the year 2016 and ending with the year 2025 for the purpose of acquiring, constructing, improving, maintaining and/or operating an enhanced 911 telephone system (including the payment of necessary dispatch personnel)? SECTION 2. In the event the election carries, this Police Jury does hereby further consent to and authorize the District to levy and collect the special tax provided for therein. This motion passed without comment. A motion was made by Mr. Larry Beauchamp, seconded by Mr. Chris Hall to hire independent council to represent the Jury on what the Jury is obligated to pay for the District Attorneys Office. Mr. Beauchamp withdrew this motion and the matter was referred to the Financial Advisor. No action was taken on Petit Jury Fund. A motion was made by Mr. Larry Beauchamp, seconded by Mr. Chris Hall to approve monthly invoices. This motion passed unanimously without comment. A motion was made by Mr. Ed Brooks, seconded by Mr. Louis Kent to table hiring for Code Enforcement position. This motion passed unanimously without comment. Mr. Jim Parker, Homeland Security Deputy Director informed the Jury that there will be a Homeland Security meeting on Wednesday in preparation for hurricane season. There was no public comment. A motion was made by Mr. Ed Brooks, seconded by Mr. Sean Smith to adjourn.
