The Advocate, NOTICE - - - MINUTES OF THE VILLAGE OF WILSON REGULAR MEETING OF THE BOARD OF ALDERMEN MAY 12, 2015 The meeting of the Mayor and the Board of Aldermen was called to order on Tuesday, May 12, 2015 at 5:30 P.M. by the Honorable Marilyn Broadway, Mayor, in the Town Hall. Mayor Marilyn Broadway began the meeting prayer and the Pledge of Allegiance followed. Aldermen Present: Messrs. Yvonne Allen, Georgia Honore, and Harriett Sensley. Aldermen Absent: None. Also present were Tony Arikol and Gladys Ravencraft. Item #5 - Approval of Minutes for April 14, 2015. A motion was made by Mrs. Allen, and seconded by Mrs. Sensley, that the minutes of the regular meeting on April 14, 2015 be adopted as written with any necessary corrections if needed. Motion carried. Item #6 - Approval of April 2015 Financial Statements and Report John McKowen. Mayor Broadway stated Mr. McKowen would be in next week to reconcile bank statements and prepare a report. Item #7 - Approval of April 2015 Bills. A motion was made by Mrs. Sensley, and seconded by Mrs. Honore, to approve payment of the April 2015 bills. Motion carried. Item #8 Recommendation to Award FY 2014 LCDBG New Water Well Project Contract to Griner Drilling Service, Inc. PEC. Mr. Toni Arikol, PEC recommended the FY 2014 LCDBG New Water Well Project Contract be awarded to Griner Drilling Service, Inc. contingent upon LCDBG approval. Mr. Arikol reported the following: a preliminary meeting will be held to accept bonds, insurance documents, etc.; work will begin 45 days later; a small well will be drilled first; water sample has to be approved by the State of Louisiana; and a representative will be in attendance of every meeting hereafter. A motion was made by Mrs. Honore, and seconded by Mrs. Allen, to accept PECs recommendation and award the FY 2014 LCDBG New Water Well Project Contract to Griner Drilling Service, Inc. contingent upon LCDBG approval. Motion carried. Item #9 Ordinances a.Adoption of Mobile Home Ordinance. A motion was made by Mrs. Sensley, and seconded by Mrs. Allen to adopt the Mobile Home Ordinance. Be It Ordained by the Board of Aldermen for the Village of Wilson, Louisiana, that the following ordinance be adopted and added to the Wilson Municipal Code: CHAPTER 13 ARTICLE I. MOBILE HOME PERMITS SECTION 13.1: DEFINITIONS A.Mobile Home means a vehicle equipped for the use as a dwelling and designed to be hauled or transported or otherwise operated along a highway. For the purpose of this ordinance, storage of individually owned vacation trailers, travel trailers, motor homes, pick-up truck campers, tent trailers and bus campers are excluded, but an occupancy permit may be issued for any use including leasing, occupancy, renting or offering for sale of such vehicles, campers or other such units, and no water or other utility service or sewer tie-ins will be permitted for such vehicles, campers or other such units. B.Mobile home park means two or more mobile homes located on the tract of land occupying such space as required by this ordinance. SECTION 13.2: OCCUPANCY PERMITS A property owner or legally designated agent of the property owner may be issued an occupancy permit and allowed to locate a mobile home within city limits of the Village of Wilson in an area other than a mobile home park provided that all of the following requirements are met and exceeded as determined by the designated Village officials. A.The mobile home site must: {1}Be well drained and free of any health or safety hazard. {2}Be located a minimum of 150 feet from any building listed on the National Register of Historic Places. {3}Contain a minimum of 11,250 square feet. {4}Contain no more than one building thereon, including the mobile home proposed for the location on the site, provided that, in the case of a single site which contains a minimum of 22,500 square feet, the site may contain a non-mobile home dwelling in addition to a single mobile home, as long as each dwelling, exclusive of the area upon which the other dwelling is situated and located upon an area containing not less than 11,250 square feet and measuring not less than 75 feet by 150 feet. B.The mobile home must: {1}Be in a reasonably good condition with a minimum value of $7,500.00. The owner shall establish a value for each mobile home for which an occupancy permit is requested. In case of dispute over valuation, the Village of Wilson shall select a quailed appraiser to make an appraisal of the mobile home in question to establish its value for this purpose, at the owners expense. {2}Have sanitary and utility service facilities that meet or exceed Village of Wilson and the Parish of East Feliciana Standards. {3}Have acceptable tie-down and support systems, and skirting consisting {a}Manufacturers pre-formed skirting, made of metal interlocking sections specifically made to fit the mobile home; or {b}Primed and painted pressure-treated wood or plastic latticework panels that fill the entire space between the mobile home and the ground; or {c}Primed and painted pressure-treated wood or plastic picket fence panels that fill the entire space between the mobile home and the ground; or {d}Decorative or plain concrete block laid to fill the entire space between the mobile home and the ground; or {e}Brickwork laid to fill the entire space between the mobile home and the ground. {4}Be located a minimum of 10 feet from any existing or future structure and 30 feet from the adjacent side of any existing sidewalk or street. C.The applicant must pay a $50.00 fee application fee in advance of preparation of the site for the mobile home and prior to erection of the mobile home upon or transport thereof to the site. D.Temporary mobile home/travel trailer occupancy permit may be issued by the Mayor and Board of Aldermen, for a period of time not to exceed one year, for the following: a.The existence of a medical emergency that requires placing a temporary dwelling on a lot in violation of the provisions of Subsections A {2} and B{4} above; or b.A dwelling of damaged (i.e., fire, storm, wind damage) or the process of total restoration of a dwelling makes it temporary uninhabitable, and a temporary dwelling on the same or an adjacent lot is required during the repair, construction or restoration process, and (3) the provisions of subsections [2] and B [4] above cannot otherwise be compiled with; c.A temporary office or administrative structure is needed in conjunction with construction of a structure on the same or an adjacent lot or lots; however in such case, the previsions of subsections A [1], B [2] and B [3] above must be complied with. 2.A request for a temporary mobile home/travel trailer occupancy permit to be located on the property with the property with the Village of Wilson city Limits must be reviewed by the Village of Wilson Zoning Commission before being submitted to the Mayor and Board of Alderman for approval. 3.A temporary mobile home/travel trailer occupancy permit may not be extended beyond the period for which it is issued unless fully justified and resubmitted for approval by the Mayor and board of Alderman. In no case may a temporary permit be granted for more than six months beyond the originally approved permit. E.The provisions of Article I chapter 13 shall not apply to any mobile home from which an occupancy permit had been granted prior to enactment of Article I, if ownership of the mobile home has not thereafter changed in whole or in part, and if the vehicles location has not changed since the enactment of Article I, the configuration or minimum size of the tract of land on which a mobile home is located has not changed, and no repairs, renovations or additions are being made to the mobile home.
