The Advocate, NOTICE - - - CITY OF CENTRAL MINUTES OF THE CITY COUNCIL Central High School Auditorium 10200 E. Brookside Drive Central, LA 70818 Tuesday, June 9, 2015 6:00 PM I. Preliminary Business 1)Call to Order Mayor Shelton called the meeting to order at 6:00 p.m. 2)Invocation and Pledge of Allegiance 3)Roll Call Present: Council Members Ellis, Evans, Fralick, Messina, and Vance Absent: None 4)Approval of the minutes from the May 26, 2015 council meeting Council Member Vance moved to accept the May 26, 2015 minutes. The motion was seconded by Council Member Messina. There were no correction and/or revisions. The minutes of the May 26, 2015 council meeting stand approved. II.Unfinished Business III.New Business 1)Mayors report and presentations. 2)Discussion item (no vote required): a) Discussion of Statewide Flood Control Application for Beaver Bayou Drainage Improvements Phase 1-B and Phase 2 (Frenchtown Road to just north of Wax Road). (By Chief Administrative Officer David Barrow) 3)Introduction of the following item(s) (with public hearing to be held at the June 23, 2015 council meeting): None 4)Public Hearing and action regarding the following instrument(s): a) An ordinance amending the General Fund Budget and the Dedicated Fund Budgets for the Emergency Services, Drainage, and Local Road Improvement & Maintenance Fund Fees, the Half Cent Sales and Use Tax and the Traffic Contribution Funds for the 2014-2015 Fiscal Year and providing for related matters. (By Council Member Vance) Council Member Vance moved to amend page 25 of the Budget Exhibit, reflecting an additional $100.00, changing the $1,150.00 to $1,250.00. The motion was seconded by Council Member Evans. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. Council Member Vance moved to approve this ordinance with amendment. The motion was seconded by Council Member Evans. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. b)An ordinance enacting the General Fund Budget and the Dedicated Fund Budgets for the Emergency Services, Drainage, and Local Road Improvement & Maintenance Fund Fees, the Half Cent Sales and Use Tax and the Traffic Contribution Funds for the 2015-2016 Fiscal Year and providing for related matters. (By Council Member Evans) Council Member Evans moved to amend page 25 of the Budget Exhibit, reflecting an additional $300.00, changing the $1,200.00 to $1,500.00. The motion was seconded by Council Member Messina. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. Council Member Messina moved to amend page 26 of the Budget Exhibit, reflecting an additional $20,000.00 for Extra Duty Deputy Labor, changing the $100,000.00 to $120,000.00. The motion was seconded by Council Member Ellis. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. Council Member Evans moved to approve this ordinance with the two amendments. The motion was seconded by Council Member Vance. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. c)A resolution to select The Advocate as the Official Journal for the City of Central for 2015-2016 and to provide for related matters. (By Council Member Messina) Council Member Messina moved to approve this resolution. The motion was seconded by Council Member Fralick. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed. IV.Zoning Cases 1) Introduction of the following item(s) (with public hearing to be held at the June 23, 2015 council meeting): a)CUP-3-15 Conditional Use Permit Retail wine sales and wine tasting room. An ordinance to grant a Conditional Use Permit for property located at 13623-G Hooper Road which is on the northeast corner of the Hooper and Sullivan Road intersection on the former J.J. Robinson Tract in Section 5, T6S, R2E, GLD, EBR, LA for the sale and consumption of alcohol on site and to provide for related matters. Applicant: Comite River Bee Company, LLC (By Council Member Ellis) 2) Discussion and action regarding the following case(s): a)CUP-2-15 Conditional Use Permit Physical Therapy Clinic. An ordinance to grant a Conditional Use Permit for property located on the north side of Hooper Road between Shoe Creek Drive and Lazy lake Drive on Tract B-1-A-1 of the former J. E. Morrison property in Section 69, T6S, R2E, GLD, EBR, LA for a physical therapy clinic and to provide for related matters. Applicant: Tom Coplin (By Council Member Evans) Council Action (June 9, 2015): Council Member Evans moved to approve this ordinance. The motion was seconded by Council Member Ellis. Vote: 5 yeas (Ellis, Evans, Fralick, Messina, and Vance), 0 nays, 0 absent. Motion passed.
