The Advocate, NOTICE - - - EBRP Communications District Board of Commissioners Special Meeting May 28, 2015 - 1:00 pm EBRSO Administration Building Minutes Welcome/Call to Order was done by Co-Chairman Chad Guillot at 1:03pm Invocation by Chief Randall Dunaway; Pledge of Allegiance by Chief Carl Dabadie Roll Call of Board Members was done by District Manager Matt Hobson Agency - Member City of Zachary David McDavid Proxy for Mayor Amrhein City of Baker Randall Dunaway Proxy for Mayor Rideau BRFD Chad Major Proxy for Chief Smith BRPD Chief Carl Dabadie - Present EMS Chad Guillot - Present LSP State Police Representative Mark Richards Present EBRSO Lawrence Mcleary Proxy for Sheriff Gautreaux Others in attendance: Patti Wallace, Purchasing; Mary Erlingson, EBRSO; Matt Hobson, Comm District; Tammy Armand, Comm District; Mike Knaps, Baker PD Approval of Previous Meeting Minutes (05/19/2015) Motion to approve minutes made by Chad Major; seconded by Chief Carl Dabadie. No opposition, motion passed. Matt Hobson gave a report on the Evaluation Committees recommendations for the CAD Consultant. Patti Wallace, Purchasing Director said that the highest vendor can be brought in to negotiate the price, if that negotiation fails then go to the second highest scoring vendor. She recommended sending a survey to the vendor references to vet the vendors. A representative of purchasing and legal should be involved in the negotiations. A motion was made to vet the top three vendors and once completed to proceed with negotiations of the highest scoring vendor with the assistance of the Parish Attorney and someone from Purchasing. The motion was made by Chad Major and seconded by David McDavid. No opposition, motion passed. Mary Erlingson spoke about two attorneys that would be appropriate as legal counsel for the district. Defer to the next meeting after research has been done. Public Comment Recommendation from Chief Knaps to put aside $10000 a year for the legal counsel in case something comes up. Next Regularly Scheduled Meeting June 9, 2015 at 1:00 pm Motion made to adjourn by Chad Major and seconded by Chief Dunaway.
