The Advocate, ADVERTISEMENT FOR BIDS Sealed bids will be received by Washington Parish (herein referred to as Owner for the construction of the project described as follows: WASHINGTON PARISH GOVERNMENT FACILITY EXPANSION #59-PARA-3201 Proposals shall be addressed to Washington Parish Government and delivered to the WASHINGTON PARISH OFFICE OF HOMELAND SECURITY located at 803 PEARL STREET, FRANKLINTON, LA 70438 not later than 1:00P.M., on the_7th__ _day of July , 2015 at which time the bids will be publicly opened and real aloud. Bids must be submitted on the proper bid form. Each bid shall be enclosed in a sealed envelope showing the name, address, and license number of the bidder. Any bid received after the specified time and date will not be considered. The Bidding Documents (including construction drawings and specifications) may be examined at the Washington Parish Office of Homeland Security located at 803 Pearl Street, Franklinton, LA 70438. An electronic copy of the drawings and specifications in PDF format may be obtained at the office of the A/E for a non-refundable fee of $25.00 for each compact disc. Hard copies of the bidding documents may also be obtained at the engineers office located at Meyer Engineers, Ltd., Engineer and Architect, 4937 Hearst Street, Metairie, Louisiana, 70001, (504) 885-9892, Fax (504) 887-5056 upon deposit of $100.00 for each complete set. Plans and specifications will be available until twenty-four (24) hours before the bid opening. In accordance with Louisiana R.S. 38:2212, deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit ($100.00) less the actual cost of reproduction ($50.00) will be refunded upon return of the documents no later than ten (10) days after receipt of bids. Bidding documents may also be examined and bids submitted electronically at www.bidexpress.com. The Owner reserves the right to reject any and all bids for just cause. Such actions shall be in accordance the Louisiana R.S. 38:2214. The Owner requires that each bidder attach to his bid a certified check, cashiers check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law. The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. A NON Mandatory PRE BID meeting will be held at 10:00 A.M., on Thursday, June 25, 2015 at the Washington Parish Courthouse Council Chambers located 900 Washington St, Franklinton, LA 70438.
